Which is the highest capital city in Europe?

Andorra la Vella, at around 1,000 metres, in a valley of the Pyrenees between France and Spain. Madrid is the usual answer given and is the highest of the large European capitals at about 650 metres, sitting on the Meseta - the plateau occupying the middle of Spain - which is why it gets bitterly cold in winter for a city that far south.

The disagreement is about what counts. Andorra is a microstate of some 80,000 people, and quiz answers that exclude it are excluding it on size rather than on geography. It is also a co-principality whose two heads of state are the President of France and a Spanish bishop, which is a survival of a thirteenth-century arrangement to stop the two neighbours fighting over it.

Altitude does real work on a capital. Madrid's plateau gives it hot dry summers and hard frosts; La Paz in Bolivia, at over 3,600 metres, is high enough that visitors get altitude sickness and that water boils around 88 degrees, so cooking times are different. Europe has nothing on that scale - the Pyrenees and the Alps are simply not where anyone chose to put a large capital.
